The activation of Phase I of the MDQ EcoSmart system is subject to formal confirmation of support from:
- The World Meteorological Organization (WMO), with ongoing discussions involving its executives Peeter Taalas and Roberta Boscolo, to act as international technical and institutional advisors to the model.
- The Municipality of General Pueyrredón, through Mayor Guillermo Montenegro, as the local government anchor for urban implementation.
This dual validation will unlock access to international climate funds, partnerships with United Nations bodies, the G77, BRICS, G7, World Bank, and Green Climate Fund, and enable investments exceeding USD 50 billion in multiple phases.

La activación de la Fase I del sistema MDQ EcoSmart queda sujeta a la confirmación oficial de respaldo por parte de:
- La Organización Meteorológica Mundial (OMM), actualmente en gestiones con sus directivos Peeter Taalas y Roberta Boscolo, para actuar como asesores técnicos e institucionales internacionales del modelo.
- El Municipio de General Pueyrredón, a través del intendente Guillermo Montenegro, como articulador territorial clave para la implementación urbana.
Esta doble validación permitirá abrir el acceso a fondos internacionales climáticos, alianzas con Naciones Unidas, el G77, BRICS, el G7, el Banco Mundial, y el Green Climate Fund, y movilizar inversiones por más de 50 mil millones de dólares en varias etapas.

Por eso, MDQ EcoSmart se activa ahora o no se activa nunca.
